New Mexico has a complex gaming history. When the IGRA was passed by Congress in 1989, it seemed like New Mexico might be one of the states to get on the Amerindian casino craze. Politics assured that wouldn’t be the case.
The New Mexico governor Bruce King assembled a panel in 1990 to create a contract with New Mexico Native tribes. When the working group came to an agreement with 2 prominent local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.
When a new governor took office in 1995, it seemed that Native wagering in New Mexico was now a certainty. But when Governor Gary Johnson signed the contract with the Native tribes, anti-wagering forces were able to tie the accord up in courts. A New Mexico court found that the Governor had overstepped his bounds in signing the deal, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full contract amongst the Government of New Mexico and its Native bands. 10 years had been burned for gambling in New Mexico, which includes Amerindian casino Bingo.
The non-profit Bingo industry has increased from Nineteen Ninety-Nine. That year, New Mexico charity game providers brought in only $3,048. That climbed to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo revenues have increased constantly since that time. 2005 witnessed the greatest year, with $1,233,289 grossed by the providers.
Bingo is clearly beloved in New Mexico. All types of owners look for a slice of the pie. With hope, the politicians are through batting over gaming as a hot button matter like they did in the 90’s. That is without doubt wishful thinking.
